David is the Founder and Chairman of Energy Capital Vietnam, establishing the business in 2015. He has a proven track record of leadership in dynamic, challenging and uncertain environments where he converts vision to reality. He has significant experience in strategy development and execution, value creation and risk management. His first exposure to communist culture began in 1991 during a summer program with the White Nights Project, the first American-Soviet O&G JV. He previously co-founded an upstream oil company that became a top oil producer within a focus area he helped to define. He assisted with strategy development, led deal origination and was heavily involved in production operations and systems improvement.
Prior to energy, he worked in Federal commercial real estate and government contracting. David acquired Capitol Hill experience as a military affairs aide to Senator Kay Bailey Hutchison (R-TX). He is a former Marine Infantry Officer who served two tours in Iraq and received the Purple Heart and two combat valor awards. He holds a BBA in Management from Texas A&M University.

Bob is the Founder and CEO of Campbell Global Services LLC. He served 39 years at Deloitte & Touche, leading the public-sector practice with global cross-border experience. He served as a 32-year partner, helped found the Federal consulting practice, and was a Vice Chairman of the firm.
He currently serves on several corporate boards, is Senior Advisor to three private equity groups, and is an active angel investor. He is on the Board Executive Committee of the global East West Institute, Board of the Lyndon Johnson School of Public Affairs where he is former Chairman, and a former member of the Bipartisan Policy Center Federal Debt Commission. He is a regular writer and speaker on national issues.
MATTHEW P. ELIAS
Since January 2007 Matthew has served as the Regional Director for a nationwide, non-partisan think tank addressing national security issues. Prior to that, Matthew served for seven years in several leadership roles at GuideStone Financial Resources, the pension board of the Southern Baptist Convention. Matthew completed a 21-year Naval Aviation career in 1999. His career included two operational tours flying the P-3 Orion, an exchange with the Royal Air Force flying the Nimrod MK II as well as a ship’s company tour on the USS MIDWAY (CV-41) in Yokosuka, Japan. He served in the Pentagon as the Southeast Asia – Pacific political-military advisor to the Chief of Naval Operations before serving as Commanding Officer of Navy Recruiting District, Dallas.
Matthew serves as a Director for AirLand Aerospace, LLC, Cyphre, LLC, and AirLand Holdings, LLC. He also serves on the Board of Advisors for Allies in Service and as a Director for M2M Ministries. In 2017 he completed six years as a Trustee for the U.S. Naval Academy Alumni Association where he chaired the Governance Committee and served on the Executive Committee. He served previously as a Director for AirLand Enterprises, LLC and First Dallas Media, Inc., and as a Trustee at Criswell College. A native of Rhode Island, Matthew is a graduate of the United State Naval Academy and earned a Master in Public Administration from the John F Kennedy School of Government at Harvard University.
WILLIAM D. GUTERMUTH
Bill is founder and chairman of Bluegrass Capital, a private consulting and investment firm based in Houston, Texas, to provide advisory services to private equity funds, portfolio companies and management team consulting and board service, as well as investment into private and public companies with a focus on the energy industry and commercial real estate. Prior to forming Bluegrass Capital, Bill practiced corporate transactional law in the Houston office of Bracewell & Giuliani LLP and its predecessor firm, Bracewell & Patterson LLP, for 37 years, and served as the head of the worldwide corporate practice and in other leadership positions at Bracewell during his legal career there.
He retired from active legal practice at the end of 2014. In addition to serving on the board of a number of private companies, Bill has also served as a director of two public companies, Houston Biotechnology Incorporated (AMEX:HBI) from 1992 until its sale to Medarex in 1997, and Main Street Capital Corp. (NYSE:MAIN) from 2007 until 2012. In both cases he joined the board in anticipation of each company's respective IPO.
Gil brings over 47 years of international oil and gas experience, including 33 years leading independent owner-operator across multiple continents. He has co-founded multiple private equity backed energy companies and developed an extensive history of value creation in the upstream industry across the globe. After 12 years of leading successful government negotiations and international efforts on behalf of Texaco and Union Texas Petroleum, Mr. Labbé formed Anglo-Suisse Inc. in 1983 to pursue opportunities as an independent. Gil continued his track record of successful foreign government negotiations, securing concessions in Angola Cabinda, Offshore Morocco and Pakistan, where he operated on behalf of Phillips Petroleum and IFC of the World Bank.
He gained industry notoriety with his “White Nights” project, the first-ever US E&P Joint Venture in the USSR, where his firm successfully operated two Russian oil fields with over 1,000 wells in Northern Siberia. He returned to US centric operations in 2004 when he acquired legacy Chevron assets in GOM and realized robust return on capital before transitioning into an onshore focus in 2008. With the formation of TXON Partners, Gil established the vision to develop conventional assets and led a four-fold enterprise production growth over a four year period through A&D. Mr. Labbé received a LSc.A in Business from Laval University, speaks fluent French and has a commanding knowledge of world history.

Jack F. Browder
Jack brings over 40 years of experience developing, building and operating hydrocarbon plants and power plants. He retired as CEO & President of Northern Star Generation in 2015, a company formed by the Ontario Teachers’ Pension Plan and AIG Highstar in 2004 to manage and operate a portfolio of 15 contracted power plants in the US, including nine gas fired plants. He became Chief Operating Officer of eCORP in 2001, a privately held Houston based company that developed, owned, and operated underground natural gas storage facilities. He served as president of KBR Development Corporation, a JV between Kellogg Brown & Root and Mitsubishi, established to develop hydrocarbon related plants on a limited recourse, project financed basis.
He began his career with Brown & Root in the mid-70s and served in numerous executive, sales and management positions. He was president of Brown & Root’s Power Business Unit and head of worldwide sales for the Petroleum & Chemical Business Unit. He has over a decade managing several multi-hundred million-dollar projects. Jack holds an MBA and a BS in Mechanical Engineering from the University of Texas.
Frank Nguyen, CFA
Frank brings over more than 10 years of experience ranging from investment analysis to managing business in Asia. In addition to his work at ECV, Frank currently manages a capital market valuation group at an investment company in the Washington D.C area. Prior to that, he was with KPMG and played an instrumental role in numerous structured finance transactions and valuations. Frank also serves as founder and director of Vietnam Investor Network, a non-profit group that provides thought leadership and expert analysis on Vietnam’s economy and investments.
Having worked for multi-national companies in the US, Singapore, and Vietnam, Frank is able to provide his clients with not only global experience and business contacts, but also an immense understanding of the business culture that is unique to Vietnam. Frank holds a Bachelor degree in Engineering from Nanyang Technological University in Singapore and a Master's degree in Finance from American University. He is a CFA charter holder and a member of the CFA Washington D.C. society.
Barry currently serves as Head of Research at Viet Capital Securities, a leading Vietnamese investment banking and brokerage firm headquartered in Ho Chi Minh City. He manages a team of analysts covering Vietnamese blue-chip companies and the Vietnam economy. Barry has lived and worked in Vietnam since 2008, where he has also founded and successfully built businesses in fashion retailing and equipment rental. Prior to coming to Vietnam, Barry structured and originated structured debt offerings in Singapore and Hong Kong for Duetsche Bank and Bank of America and spent two years in Kuala Lumpur running the asset backed securities team of CIMB, Malaysia’s top investment banking firm.
He began his career Cleveland, Ohio working first as a credit analyst at Key Corp and then as an investment banking analyst at McDonald & Company Securities focusing on merger & acquisition transactions, initial public offerings and debt private placements. Barry holds an MBA from the Wharton School of the University of Pennsylvania and a bachelor of science in business administration from Miami University.
